A conversation with Blendow Group and Noxtua on European sovereignty, Swedish precision, and the opening of Noxtua's first Nordic office in Stockholm. 

Sweden has long built its legal system on clarity and trust. Now, the country's most comprehensive legal information group is joining forces with Europe's Legal AI to bring those same qualities into a new generation of legal work. We spoke with Thomas Blendow (CEO & Founder, BlendowGroup), Sebastian Blendow (CPO, Blendow Group), and Joséphine Mansour (Chief Alliance Officer, Noxtua) at the opening of Noxtua's office in Stockholm about Blendow-Noxtua, Noxtua’s first Scandinavian office and about what European sovereignty means for Swedish legal professionals.

Blendow Group has shaped legal intelligence in Sweden for more than three decades. What does it mean for a company with this history to enter the age of Legal AI? 

Thomas Blendow: Blendow was founded in 1992, and the idea has been the same from the very beginning, Swedish legal professionals deserve the best possible foundation for their work. That principle has carried us through more than thirty years, The medium has changed many times, print, online, daily news, education, advisory, but the principles are still the same. 

When we look at AI today, we don't see a discontinuity. We see the next level of legal work with the next medium. The question is how to bring our knowledge into the world of AI and with whom. The wrong partnership would dilute everything we have built and we stand for. The right one strengthens it. With Noxtua, we found a partner that takes Swedish law and the role of the rule of law as seriously as we do. 

Sebastian, you’re watching closely the developments around Legal AI, and what impacts this is having. What do you take from there to the Blendow Group? 

Sebastian Blendow: This isn't just another company for me, this has been part of my life since I can remember. And yes, this also means that I am very committed to holding it to the highest standards. None of that will be up for negotiation. What I do want to bring is a sharp sense of urgency about where the profession is going in the age of AI. 

Swedish legal professionals are already using AI in their daily work. The question is whether they use it on terms that protect their work, or on terms that quietly erode it. My role is to make sure Blendow Group is at the centre of this conversation, with the right partners and with the right principles. 

Joséphine, Noxtua is building Legal AI Workspaces in multiple European jurisdictions. Why does Sweden matter in this picture? 

Joséphine Mansour: Sweden is one of the most demanding legal environments in Europe, with a tradition of clarity in legislation and a profession that has historically been quick to adopt technology when the technology earns its trust. That last point is especially interesting, Sweden does not adopt for the sake of adopting. 

Adding Sweden to our network also completes a picture. We are already working with Beck-Noxtua in Germany, MANZ-Noxtua in Austria, Swiss-Noxtua, Beck-Noxtua Poland, Beck-Noxtua Czech Republic, Beck-Noxtua Slovakia, and Ciela-Noxtua in Bulgaria. With these jurisdictions, we already have a very strong footprint in Central Europe – and are now looking to the North. Each of these workspaces is built with the leading legal publisher of its jurisdiction. With Blendow-Noxtua, the Nordics become a fully integrated part of Europe's Legal AI. 

Stockholm is becoming Noxtua's first office in the Nordics. Why this step now? 

Joséphine: Our growth in the last year, the team has quadrupled, means that we move close to the legal communities we serve, and we hire from them. Paris, Berlin, Zagreb, Munich, Fribourg. Stockholm is the perfect next step. It places us inside the Swedish legal market, and it gives us access to the legal and engineering talent that Stockholm continues to host in remarkable quality. 

There is also a strategic dimension. Stockholm is a gateway to the wider Nordic region. Working from here will help us understand what Nordic legal professionals need next and to build it together with them. 

We don't want to build a "one size fits all” solution, we want to make a strength out of the European variety and diversification. And we're able to do so because we work closely with publishers from the specific jurisdictions. They not only have access to exclusive curated legal data but also offer deep expertise into the local markets and decades, sometimes even centuries of experience in the legal sector. This is something that you cannot build from scratch or with a "move fast and break things" mentality. There is a reason why the legal sector pays so much attention to substance, precision, and accuracy. 

The Swedish legal market is often described as sophisticated but cautious. What does Blendow-Noxtua have to deliver to earn the profession's trust? 

Thomas Blendow:  There are several things. Most important is that the data has to be Swedish. Swedish case law, Swedish legislation, Swedish commentary, in their original form, properly curated. We’ve spent more than thirty years building that foundation through Blendow Lexnova, Dagens Juridik, and BG Institute. That foundation is what Blendow-Noxtua will be built on, and this is what sets us apart.  

Second, the system has to respect Swedish professional standards. The Swedish Bar Association sets a high bar on confidentiality and on how legal data is handled. Blendow-Noxtua will meet that bar from day one.  

And third, the AI itself has to think in a way that legal professionals recognize. Swedish lawyers do not want another chatbot. They need a Legal AI Workspace that supports the actual work, research, understanding of complex matters, and drafting of documents, and all of this without putting their clients' data at risk.  

Joséphine, the database behind Noxtua is described as Europe's largest legal database. What is the relevance of that scale for a Swedish user? 

Joséphine: For a Swedish legal professional, the centre of gravity is of course Swedish material. That is what Blendow provides through Blendow-Noxtua. But Swedish legal work increasingly does not stop at the border. Cross-border matters, EU regulation, comparative analysis, the European context is part of the daily reality. 

Through Noxtua's network of publisher partnerships, Swedish users get access to that wider European foundation: more than 100 million curated legal documents, more than 7.5 million court decisions, more than 250 years of European legal legacy. All of it cross-referenced and inside one Legal Workspace, through the Noxtua’s Europe License, we make this cross-jurisdictional work possible. 

Sweden also has a strong domestic Legal AI scene. What made Blendow choose a European partner rather than building or partnering locally? 

Sebastian Blendow: We did not approach this as a competitive question. We looked for the partner whose values match ours and whose technology can actually carry our content. That brought us to Noxtua for two reasons. 

On the one hand because of the sovereignty position. Noxtua runs on highly secure data centres operated by European partners, independent of US cloud providers. This means no US CLOUD Act exposure. We are not handing the knowledge base of the Swedish legal market to an infrastructure we do not control. 

Second, the publisher model. Noxtua does not scrape or assume. They build with publishers, on exclusive content, in long-term alliances. That is a model we recognize, because it is essentially how we work with our authors. 

Joséphine: And from our side, what made Blendow the natural Swedish partner is precisely the depth of what Sebastian has just described. Sweden's most comprehensive legal information group and their editorial discipline and reach. We could never replicate that and we are honoured to partner with them.  

Sebastian, what can Swedish legal professionals expect from Blendow-Noxtua at launch? 

Sebastian: A complete Legal AI Workspace for the Swedish profession. Legal research in natural language, with access to curated Swedish legal news, analysis, literature, case law, and legislation. Analysis of complex problems and large volumes of documents, matrix analysis, bulk document evaluation, drafting of contracts, memoranda, submissions, and legal opinions. We are also integrating documents and workflows through connectors.   

Joséphine, last question, what is the wider European story behind this Swedish chapter? 

Joséphine: We have a phrase at Noxtua: less Hollywood, more substance. The European story of Legal AI is not the story of one large platform sweeping the continent. Noxtua is the story of partnerships, with European values, with the leading legal publishers of each jurisdiction, on European infrastructure, under European law. We go beyond the shiny interface and put the focus on deeply ingrained substance – with regards to the curated data, the secure and sovereign infrastructure but also with regards to our understanding of trust as the leitmotif for the legal sector and the rule of law. Noxtua is for us not only an AI but also a European project as, because we work in the legal sector which deals with some of the most sensitive data that there is. But the legal system also plays a crucial role for the rule of law and democracy itself. And we want to make sure that the AI that is being used in this sensitive and highly important sector is grounded in European values and also able to protect them. 

Legal AI made in Europe is something the legal profession can adopt today, in Stockholm, in the same way it can adopt it in Berlin, Vienna, Warsaw, or Sofia. That is the picture we are building, one partner at a time. And Blendow-Noxtua now brings the Nordics into this network.
