BERLIN/PARIS, May 13 2025Europe’s sovereign Legal AI Noxtua is opening an office in Paris to better serve the French legal community. The Legal AI which helps lawyers analyze and draft legal documents and research legal issues in a legally compliant and competent manner will soon also be available in a version trained on French legal data, meeting the specific needs of the French market.

Born out of research at Oxford University and Imperial College London, the AI startup was founded in 2017 in Berlin and puts a strong focus on developing powerful AI based on European values such as transparency, privacy, and rule of law. The current geopolitical volatility lends additional weight to this focus on European sovereignty and digital independence.

The Legal AI was first launched in 2024 by the German AI company formerly known as Xayn in close collaboration with the international law firm CMS which provided the initial legal training data. Noxtua just recently raised € 80.7 million in their Series B investment round with C.H.Beck, Germany’s leading legal publisher, as the leading investor, High-Performance Computing (HPC) specialist Northern Data, Germany’s largest business law firm CMS as Xayn's long-standing partner and co-initiator of the Legal AI Noxtua, as well as global law firm Dentons. This strategic partnership combines exclusive legal data with legal, AI, and computing expertise. Noxtua is based on proprietary AI models trained on exclusive legal data and therefore, highly specialized in the legal domain. The GDPR-compliant Legal AI meets the high professional and data protection requirements for lawyers and is certified according to ISO 27001, 9001, 27018, 27017, 42001, and BSI C5.

Noxtua as a genuine European project

“The initial idea of our company sparked in Oxford and London, we founded it back in 2017 in Berlin, and are now proudly opening a new office in France. That’s Europe in a nutshell! With this step, we also want to further establish Noxtua as a genuine European AI project and company, aiming to promote Europe’s sovereignty – especially in these times of increasing geopolitical uncertainty. The legal domain specifically needs to make sure it is independent and sovereign as the rule of law is one important pillar of our European democracies”, highlights Dr Leif-Nissen Lundbæk, CEO & Co-Founder of Noxtua.

The French office will be headed by accomplished French lawyer Josephine Mansour. As Founding CEO of Noxtua France she will be leading the strategic market entry and full-scale development of operations in the country. The legal expert has more than 20 years of experience working for international law firms such as Freshfields Bruckhaus Deringer and Clearly Gottlieb Steen & Hamilton LLP and as Legal Director and General Counsel for global companies such as United Technologies Corporation and SOITEC. With this dual background in both global law firms and international corporate legal departments, she brings a comprehensive understanding of legal innovation and transformation. Her appointment underscores Noxtua’s commitment to building strong, sovereign legal AI capabilities within key European jurisdictions.
