  • The Swiss publisher and Berlin-based AI scaleup are developing a specialized AI solution for Switzerland

  • Swiss-Noxtua combines exclusive legal data from Helbing with AI expertise from Noxtua and is hosted in Swiss data centers

  • Europe's sovereign legal AI Noxtua covers the entire DACH region through collaborating with C.H.Beck, MANZ, and Helbing Lichtenhahn

BERLIN/BASEL, October 29, 2025 – Basel-based specialist publisher Helbing Lichtenhahn and Berlin-based AI company Noxtua are developing the Legal AI Workspace Swiss-Noxtua, a specialized Legal AI tailored to the requirements of the Swiss legal market. The solution combines European AI technology with legal expertise and exclusive publications of Helbing Lichtenhahn, including proven legal content such as the Basler Kommentar and the Commentaire romand. With Swiss-Noxtua, Helbing Lichtenhahn is expanding its digital offering with an AI application that ranges from information gathering (research) to the analysis of complex issues (understanding) to document creation (drafting).

In this new cooperation, the AI company Noxtua, together with strategic partners, will make its technology available throughout the DACH region in the versions Beck-Noxtua, MANZ-Noxtua, and Swiss-Noxtua. The integration of local data specializes the versions for their respective national legal systems, reinforcing Noxtua's claim to a winning formula for Europe in the global AI race achieved through close strategic alliances and the combination of domain expertise, while setting new standards with specialist publishers.

Swiss localization plus digital sovereignty for the Swiss legal market

Helbing Lichtenhahn contributes legal expertise for product development and exclusive data for the Legal AI, which will run on Swiss data centers. This also includes linguistic diversity, so that the Swiss version will be available in German, French, Italian, and English in the future, while customer service and first-level support are provided by Helbing Lichtenhahn. This means that customers in Switzerland will have a local contact person from implementation to ongoing use. In addition, Noxtua is opening a technology development site in Switzerland as part of the collaboration. In the future, the Beck-Noxtua, MANZ-Noxtua, and Swiss-Noxtua product versions can be used in combination to efficiently utilize specialized legal information across borders in the DACH region.

Complete, multi-level AI system – specialized for the Swiss legal market

Unlike generic AI models, Swiss-Noxtua is a specialized Legal AI system that has been developed specifically for legal applications. It is based on an infrastructure established in Europe, a specialized model architecture, exclusively curated content, and a user-focused application.

Swiss legal professionals benefit from:

•    High-quality responses, precise wording, and legally consistent reasoning.

•    Independence from non-European providers, as the technology is developed and operated locally.

•    Deep domain understanding, which significantly increases reliability and acceptance in everyday legal practice.

A European project with strong partners

"With Helbing Lichtenhahn as our strategic partner, we are creating a solution that is tailored to the specific needs of the Swiss market and enables Swiss law firms, companies, and institutions undergoing digital transformation to maintain their independence while utilizing state-of-the-art technology. As Europe's sovereign Legal AI, we cover the entire DACH region and thus make a strategic contribution to the continent's digital sovereignty," explains Dr. Leif-Nissen Lundbæk (CEO & Co-Founder of Noxtua).

"Switzerland has always stood for the rule of law, quality, and independence. These are precisely the values we want to strengthen with Swiss-Noxtua: a sovereign AI solution developed in Europe and Switzerland that meets the high standards of Swiss legal practitioners. In this way, we combine the quality of our publications with forward-looking technology and offer our customers a unique research and work tool," states Mirko Meurer (publishing director at Helbing Lichtenhahn).

„Following Beck-Noxtua in Germany and MANZ-Noxtua in Austria, Swiss-Noxtua represents another milestone on the path to establishing a truly European Legal AI. Switzerland plays a central role in this — as judicial area in the heart of Europe and as an important representative of a common understanding of sovereignty and quality," emphasizes Dr. Roland Klaes (member of the management board of the C.H.BECK publishing house).
