SOFIA/BERLIN, April 16, 2026 – Europe's sovereign Legal AI scale-up Noxtua is expanding its footprint, partnering with Bulgaria's leading legal publishing house Ciela Norma AD to bring a localized Legal AI Workspace to the Bulgarian market. Built on exclusive Bulgarian legal data (Tax-Insurance Procedure Code, Civil Procedure Code, Commerce Act, Obligations and Contracts Act, legal procedures, articles in legal periodicals) and compliant with local legal requirements, the solution will support legal professionals across law firms, legal departments, government, and the judiciary with information gathering (research) and analysis of complex issues (understanding) to document creation (drafting).
Noxtua is already collaborating with other leading European legal publishers such as C.H.BECK in Germany, MANZ in Austria, Helbing Lichtenhahn in Switzerland, Wydawnictwo C.H.Beck in Poland, NakladatelstvíC. H. Beck in the Czech Republic, and Nakladateľstvo C. H. Beck in Slovakia to develop localized versions of its Legal AI, based on exclusive local legal data tailored to each jurisdiction. To support its pan-European ambition, Noxtua introduced the first Europe License in February 2026, enabling legal professionals to work across multiple jurisdictions through a single interface. A leader in legal information meets sovereign AI
Ciela Norma AD is Bulgaria's leading provider of legal and reference information systems. The company traces its origins to two organizations: Norma, one of the first software companies in Bulgaria, established in 1985 as the creator of the country's first legal information system, and Ciela, registered in 1991 as a business consulting company and publishing house for legal literature. The two merged in 2010 to form Ciela Norma AD. Sovereignty as a foundation for a pan-European network
Founded in 2017 out of research at Oxford University and Imperial College London, Noxtua builds Europe's sovereign Legal AI on European values such as privacy, transparency, and the rule of law.
