VIENNA/BERLIN, October 8, 2025 – Austrian legal publisher MANZ and European legal tech company Noxtua will launch MANZ-Noxtua, a new Legal AI workspace. The aim is to offer legal practitioners, institutions, and companies a forward-looking solution: A platform that integrates legal content, providing access to curated specialist information from a single source. 

Combining expertise from tradition and innovation  

For more than 175 years, MANZ has been driving innovation in the Austrian legal market – from Austria's first legal database (RDB) in 1986 to the introduction of Genjus AI in 2025. With MANZ-Noxtua, the publisher is continuing this tradition and consciously pursuing a European approach: through cooperation with Noxtua, it is bringing together specialist information from various publishers on a single platform, thereby fundamentally increasing the efficiency of legal work.  

Noxtua, an AI company founded in 2017 based on research conducted at Oxford University and Imperial College London, is also pursuing a clear European vision with its initiative to develop Legal AI in collaboration with leading European publishers: digital sovereignty through cooperation rather than isolated solutions. To this end, Noxtua is integrating content from MANZ and C.H.Beck, two of the most important German-language specialist publishers, into the MANZ-Noxtua and Beck-Noxtua product versions, which are intended to be usable in combination in the future. For legal practitioners, this means that they can integrate specialist legal information directly into their daily workflows and make them more efficient. Legal research, analysis, and document creation will in future take place in a consistent workspace instead of across many separate systems – and will also be available for use across countries on a single platform. 

Complete, multi-level AI system combined with European sovereignty  

Unlike generic AI models, MANZ-Noxtua is a complete AI system specializing in legal content, consisting of its own sovereign infrastructure, a proprietary language model (LLM) developed specifically for lawyers, curated data, and a user-centered application. This means that legal practitioners can be sure that technical terms are interpreted correctly and that the results meet legal requirements. In practice, this means: 

  • Higher quality answers, more precise wording, and legally consistent arguments.  

  • Independence from non-European providers, as the technology is developed and operated independently in Europe.  

  • Domain understanding that significantly increases reliability and acceptance in everyday legal practice.  

MANZ-Noxtua is thus positioning itself not only as a technological innovation, but also as a strategic response to the question of Europe's digital self-determination.    

New target groups and applications 

In addition to traditional legal practitioners, MANZ-Noxtua also opens up new opportunities in the institutional sector and in companies. By integrating the Legal AI Workspace into existing workflows, legal issues can be reviewed and processed directly in the work process.

All data is processed in compliance with the GDPR. The system meets the high requirements for confidentiality, professional secrecy, and data security and also complies with the official Austrian guidelines for practising the legal profession (Section 40 (3) RL-BA 2015).
