Europe's sovereign Legal AI integrates content from specialist legal publisher

BERLIN, 28. October 2025 – Berlin-based AI scale-up Noxtua is integrating content from specialist publisher WALHALLA on public administration into the Beck-Noxtua Legal AI Workspace, which is being developed in collaboration with legal publisher C.H. Beck. This additional content will benefit public administration users in particular, who will now have access to an expanded database for legal research, document analysis and creation. The fact that the publishing house WALHALLA, founded in 1949, is well-established in the fields of administration, the armed forces, public safety and social affairs gives this cooperation additional weight.  

In a first step, content for the public sector and administration will be integrated into the Legal AI Workspace. This will create a more comprehensive digital knowledge offering for the public sector and complement the existing Beck-Noxtua content in the Legal AI Workspace. Noxtua recently already announced the integration of public law (Fürst) content from Erich Schmidt Verlag, which is being added to the extensive content from C.H.Beck Verlag.   

The collaboration with WALHALLA Fachverlag is one of a series of partnerships that Europe's leading Legal AI company, Noxtua, is entering into with strategic partners. This is based on the conviction that combining different areas of expertise and forming strong partnerships can be a successful recipe for Europe in the global AI race. WALHALLA is particularly well known for its practical commentary on all aspects of public service, from collective bargaining and pay grading to staff representation, as well as administration-related topics such as weapons, registration, and passport and ID card law. The focus is on supporting professional users in their day-to-day administrative decision-making.

The collaboration with WALHALLA is part of a series of strategic partnerships through which Noxtua is integrating the legal publishing landscape as a strong partner – a successful model for digital sovereignty and legally compliant AI in Europe. This creates a Legal AI that makes specialist content accessible in all its depth.   

The GDPR-compliant Legal AI also meets the high criminal, professional, and data protection requirements for lawyers (Section 203 of the German Criminal Code, Section 43e of the German Federal Code for Lawyers) and is certified according to BSI C5, ISO 27001, 9001, 27018, 27017, and, as the first German company, ISO 42001. The sovereign AI infrastructure, hosted entirely in Germany, and high compliance with security requirements also allow professionals bound by professional secrecy to use it without additional anonymization. As a strategic partner, the publishing house C.H.Beck, founded in 1763, was among those who invested in the recently announced Series B financing round of around EUR 81 million in the AI scale-up Noxtua – the largest financing round in Europe to date in the field of Legal AI.
