MANZ, Austria’s leading legal publisher, joins as a new investor
BERLIN/MUNICH/VIENNA, September 23, 2026 – With Germany’s C.H.BECK as its new majority shareholder and Austria’s MANZ, Europe’s Legal AI Noxtua has closed its Series C funding round totaling more than 100 million EURO. Noxtua’s partnership with leading independent European legal and tax publishers demonstrates a commitment to Europe’s Legal AI and brings together powerful AI solutions and reliable legal expertise from across Europe in a secure and sovereign AI platform for legal professionals. This partnership with Noxtua is also the largest investment of the more than 260 years old publishing house C.H.BECK.
For the AI company Noxtua, these independent legal publishers offer as strategic partners new opportunities for long-term planning. The collaboration as part of the Series C round supports Noxtua’s ongoing development as well as its pan-European expansion into additional markets. C.H.BECK had already invested in Noxtua during last year’s Series B round, while MANZ Verlag is joining as a new investor.

Legal AI based on exclusive curated legal data
Founded in Berlin in 2017 out of research at Oxford University and Imperial College London, the scale-up launched the first version of Noxtua in 2024. Since then, the AI company has experienced continuous growth and now has more than 30,000 users, around 100 employees, and six locations across Europe (Berlin, Paris, Stockholm, Zagreb, Munich, Fribourg). Europe’s Legal AI covers the entire workflow of legal writing, including research, analysis of complex legal issues, and document drafting. Its jurisdiction-specific Legal AI Workspaces are based on exclusive, curated legal data from leading European legal publishers (including C.H.BECK, MANZ, Helbing Lichtenhahn, Wydawnictwo C.H.Beck, Nakladatelství C. H. Beck, Nakladateľstvo C.H. Beck, Blendow Group, Ciela Norma).
Founded in 1763, the publishing house C.H.BECK had already come on board as the lead investor in April 2025 as part of the Series B funding round, which was, at the time, the largest funding round in Europe for Legal AI. That same year, the publisher and the AI company jointly launched the Beck-Noxtua Legal AI Workspace in Germany. C.H.BECK is Germany’s leading legal publisher; with more than 60 million documents covering all relevant areas of law and the most comprehensive collection of relevant legal commentaries, beck-online is the most extensive legal database in the German-speaking world and is essential for the daily work of legal professionals.
MANZ has also been collaborating with Noxtua since 2025 on the MANZ-Noxtua Legal AI Workspace. As one of Austria’s leading legal publishers, the company has been driving important innovations in the legal market for more than 175 years. With the launch of the first legal database (RDB) in 1986, MANZ has played a pioneering role in the digitization of legal content for 40 years. MANZ-Noxtua builds on this tradition and is consciously pursuing a European approach: partnering with Noxtua, it brings together specialized information from various publishers on a single platform, thereby fundamentally increasing the efficiency of legal work.
With its Series C funding round and the accompanying strengthening of its publishing alliances, Noxtua is entering a new phase and is therefore restructuring its investor base; investors Global Brain Corporation, KDDI Open Innovation Fund, CMS, Dentons, and Dominik Schiener are making room to align with the scale-up’s deepened content- and strategy-focused direction. The leading law firms CMS and Dentons will continue their close collaboration with Noxtua as key anchor clients in the future; CMS co-initiated Noxtua in 2024 as a Legal AI specifically tailored to the high demands of legal professionals.
