BERLIN/MUNICH, September 24, 2025 – Germany's first Legal AI Factory is being established in Munich in a collaboration between Europe's sovereign Legal AI Noxtua and Europe's leading digitalization partner IONOS. The two technology companies, which are already collaborating on a high-performance data center in Berlin, are thus strengthening their strategic partnership. The new Legal AI Factory will also provide important impetus for the development of secure, sovereign and powerful AI in Germany.
In addition, Noxtua is soon opening a new office in Munich after announcing Europe's largest financing round for Legal AI earlier this year. Founded in 2017 from AI research at Oxford University and Imperial College London, the company chose the Bavarian capital because it is a central European AI hub where tech giants such as Google, Microsoft, Apple and, most recently, OpenAI have opened locations. These steps towards trustworthy AI "Made in Germany" will strengthen Bavaria's position as a center of business and innovation.
Sovereign AI made in Germany as a recipe for success

Sovereign data center for sovereign Legal AI
Cloud provider IONOS will operate Germany's first Legal AI Factory. The leading technology company has announced that it will be one of the first German cloud providers to use the NVIDIA DGX H200 supercomputing system in ISO-certified data centers in Germany, with Noxtua being one of the first users. The IONOS Group's Munich data center, which will complement Noxtua's Berlin location in the future, also meets the high security requirements applicable to highly regulated sectors such as the legal sector.
The sovereign Legal AI Factory is based on the latest NVIDIA DGX B300 systems with Blackwell architecture. It features high computing power and efficiency thanks to powerful GPUs with 208 billion transistors, accelerated inference and training of large AI models using second-generation Transformer engines, and increased security standards (NVIDIA Confidential Computing; TEE-I/O-capable). This makes the new Legal AI Factory one of the most technologically advanced products currently available on the market.
Through this flagship project, the two technology companies are strengthening their strategic partnership for sovereign AI, setting new standards for AI development and application, and creating a scalable foundation for future expansion and the development of a specialized AI ecosystem.
European center for AI and lawyers
Noxtua's new office in Munich has been chosen for strategic reasons: thanks to strong political support, among other factors, the Bavarian capital has become one of Europe's centers for AI and high-tech. This is why international technology companies such as Google, Microsoft, Apple and, most recently, OpenAI have chosen to open offices here. Munich is also one of the centers for lawyers in Germany and Europe, with a high density of commercial law firms and corporate headquarters, as well as more than 24,000 members of the local bar association. In addition, the planned new Noxtua office in Munich also highlights the close cooperation with the traditional publishing house C.H.BECK, which is more than 260 years old and is also based in Munich. C.H.BECK and Noxtua are jointly developing the Legal AI Workspace Beck-Noxtua, which exclusively integrates the contents of the leading legal database beck-online and will be available for subscription from fall 2025.
To position itself more strongly as a genuinely European AI company and promote Europe's sovereignty, the AI company, which was originally founded in Berlin in 2017 based on research at Oxford University and Imperial College London, has also opened additional locations in Paris and Zagreb this year.
